The regulator identified six key categories of fraud frequently encountered in online gambling. These included identity fraud, payment fraud and abusive chargebacks. It also covered in-game cheating, money-dumping and sporting event manipulation

For each category, the guide explained pertinent legal provisions and recommended operational actions. 

In cases of identity fraud, operators were advised to close accounts upon establishing fraud and to reserve balances when bank account ownership cannot be confirmed.

What is Stockholm Syndrome?

Members pushed the government for further action to block illegal websites, in the same way it provides power to quickly address terrorist and child pornography sites.

Members advocated for stronger powers to be given to Kansspelautoriteit (KSA), the regulator of gambling in the Netherlands, with tougher action taken against payment providers, social media sites and affiliates that facilitate illegal gambling.

Van Bruggen revealed the cabinet was in the process of developing legislation to introduce DNS blocking for illegal sites, with a consultation due for early 2027.

Remote sports betting generated £2.4 billion ($3.2 billion), led by football at £1.2 billion ($1.6 billion) and horseracing at £769.3 million ($1.03 billion).

Despite the increase in remote GGY, new account registrations fell 3% to 32.4 million. There were 25.7 million active accounts at the end of the final reporting quarter.

Funds held in customer accounts also declined sharply. Operators held £886.6 million ($1.19 billion), down 13.9% from the same point a year earlier.
