In an April interview with iGB, Sher reflected on the challenges of regulatory uncertainty in Mexico

“Right now we are working based on a framework of laws which you cannot even call regulation, from 1947,” Sher said. “So it’s very hard to work long-term and to give long-term commitments. While the future is unclear in terms of regulation, we saw what happened in other countries in LatAm when they changed the regulation every other month.

“In Mexico, I think we are stable, we know how to deal with this market. Of course, we will be very happy if in the future, a proper regulatory framework will be introduced and not the way that we are working right now.”

The reforms, announced at the end of August, introduced a package of what it referred to as “evidence-based” legislation. 

As well as a statewide exclusion register, the package also set out to reduce the number of poker machines from the current figure of 87,000 across 2,100 clubs and hotels. 

The government said it aims to achieve this by increasing the forfeiture rate when gaming machine entitlements are traded from one in three to one in two.

Years later, former Senate Judiciary Committee Chairman Dick Durbin convened a sports betting hearing in December 2024, the first federal hearing held on the subject in six years. Durbin, an Illinois Democrat, opened the hearing with an anecdote from March Madness the prior season. In July, a panel at the National Council of Legislators From Gaming States spent a considerable portion of the session on distilling the root causes of the incidents. The panel featured Mid-American Conference Commissioner Jon Steinbrecher, among other college sports leaders.

On the sidelines of the NCLGS conference, a state representative informed iGB of a spate of menacing threats directed at a football kicker from his state. The kicker, according to the legislator, endured a barrage of threats after missing a field goal in a Football Championship Subdivision game, a lower-tier division in college football.
